Post subject: how to animate an image?

I have a little graphics site and have some images I'ld like to make look like they're moving. Specifically, a small bear that in one pic has a leg raised to run. If I flip that pic and make that the next pic, when you scroll back and forth it looks like it's running. Like a flip book.
The question here is how do I make this happen? I'm all about the free too. A giant help would be if someone could tell me what to google to get what i'm lookin for. I'm seriously computer dumb but wanna learn. Thank you all so much, I love my free website!
